How to Claim a VAT Refund in Italy (2026 Guide)
How to claim an Italy VAT refund in 2026 | Who qualifies, Italy's 22% VAT rate, the €70.01 minimum and how to estimate your refund →

Italy charges 22% VAT on most goods. Non-EU visitors who take their purchases home can reclaim a meaningful portion of that at the border.

The minimum is €70.01 spent in a single store on the same day. Items must reach customs unused, in their original packaging. The export form gets validated at the final EU exit point, not necessarily in Italy itself.

Once those conditions are met, the process is well-established. After operator fees, the actual return lands between 11% and 15% of the purchase price.

Who Can Claim a VAT Refund in Italy?

Permanent residents of non-EU countries qualify. That covers UK passport holders, visitors from the US, the UAE, Australia, and most other non-EU nations.

Purchases must be for personal use and bought from Italian retailers. The €70.01 minimum applies per store, per day. Two receipts from two different boutiques cannot be combined. Each transaction qualifies independently or not at all.

Items must arrive at customs unused. Tags on. Original packaging intact. Customs officers at major airports inspect goods regularly.

What Is the VAT Rate in Italy?

Italy's standard VAT rate is 22%, the highest in the EU. It covers luxury fashion, leather goods, watches, jewellery, and most of what visitors to Milan, Rome, and Florence tend to buy.

That 22% is what you pay at the till. It is not what you receive back.Global Blue andPlanet Tax Free both deduct administration fees before processing. The net refund after those charges typically sits between 11% and 15% of the original purchase price.

On a €3,000 bag, that is a return of between €330 and €450.

How to Claim Your Italy VAT Refund

1. Find a participating retailer.

Boutiques in Milan, Rome, and Florence displaying Tax Free Shopping signs are set up with a refund operator. Most major Italian luxury houses are enrolled.

2. Ask for the tax

-free form before you pay.

Italy processes most claims digitally through OTELLO 2.0, the national customs platform. The retailer scans your passport and links the purchase to the system. Keep the form and your receipt together.

3. Nothing gets worn before customs.

Tags stay on. Packaging stays closed. Customs at any major airport can ask to see the goods before stamping the form.

4. Validate at your final EU exit point.

Flying from Milan to London direct? Validate in Milan. Connecting through Frankfurt or Amsterdam first? Validate there, not in Italy. At Rome Fiumicino, the VAT refund area is in Terminal 3 near check-in desks 196 to 225. At Milan Malpensa it is in Terminal 1, Check-in Area 12. If goods are going into the hold, complete all of this before dropping luggage at check-in.

5. Claim the refund.

Stamped form, passport, boarding pass. Cash or card at the nearest Global Blue or Planet Tax Free desk.

From 1 July 2026, Italy's updated OTELLO 2.0 system introduces passport-based simultaneous validation of multiple invoices, reducing queue times considerably at busy airports.

Luxury Shopping in Italy

Milan is where most serious luxury shopping in Italy starts. Via Montenapoleone runs through the Quadrilatero della Moda alongside Via della Spiga and Corso Venezia. Prada,Gucci, and the flagship boutiques of most major Italian houses are within walking distance of each other.

Rome operates differently. Via dei Condotti runs downhill from the Spanish Steps toward the Tiber. Valentino andDolce & Gabbana are here, alongside jewellers who have held the same addresses for decades.

Florence is for leather. The workshops in Oltrarno still produce by hand. The market near San Lorenzo is where the craft tradition sits closest to the street.Bottega Veneta on Via de' Tornabuoni sits at the other end of the same conversation.

Three cities. Three different ways into Italian luxury. For clients sourcing from any of them, theWeCarryBags personal shopping service handles access and authentication without the trip.
